We have gotten ourselves in such a fix, hiring these mercenaries so that they can do what the military can’t lawfully do. Now that they’re out of control, we have to resort to legal maneuvering by searching for some law that could be used to constrain them. If we had paid attention to the Constitution, this wouldn’t be happening.
